As called out on TLP, a lot of these are character debuts rather than comic books themselves.
Do we need a bit of discussion to agree the scope of all of these decade index pages, and then add appropriate introductions to the pages? If makes no sense to have one set of eligibility rules for the 60s and a completely different set for the 80s etc.
