This is so oddly written that I can't even tell. She's a member of a pre-existing party of a country with a parliament. British Prime Ministers aren't even directly elected, their party is, and if there isn't a majority, they form minority governments or coalitions. We don't even know anything about the original version of Harriet Jones' government, other than being elected for three terms.
