Despite what people think there have been a few times where it is briefely mentioned th people are evacuated. Given that this is a reoccurring thing, both the government and the people have found ways to make it safer. Yes they aren't 100% effective- no way can you account for every detail but that is why somethings can be swept under the rug. Plus in canon (from what I remember about the current story) Metas are American Government experiments. The question becomes why the hell when you see just how often these guys turn against people.
