New land is still regularly being made. What Luthor wanted to do, the Durch have been doing for centuries: raising land out of water. And even better, by not letting other land flood.

And how is any of that a "problem" that Luthor would have to tackle?
AS for Luthor's plan, he says the only thing they don't make any more was new land. As a Dutchman, This Troper takes offense at that, as he lives on the largest man-made structure in the world: The Netherlands. How was he intending to tackle that problem?
