The criminals section is the only one in the Star Wars Character pages that is classified in this manner.
All other character pages from Star wars are sorted according to in-universe classifications.
I did see them and you are mistaken. The only other page which classifies the characters according to their introduction is this one Star Wars – Bounty Hunters and Mercenaries
For example the Star Wars – Rebel Alliance page is classified like this:

Rebel and New Republic Leadership
Rebel Founders
New Republic Senate
Rebel and New Republic Military
Rebel and New Republic Navy
Rebel and New Republic Army
Sixty-First Mobile Infantry

Other Rebel and New Republic Personnel
You will notice that the media they were introduced in is not mentioned. All the other pages are the same, classified according to in-universe categories.

Each one has a detailed enumeration of all his or her appearances.
