New villains: The Winds of Kosovo (a quintet of special KGB agents hired by Duke Red/Georg Rot to kill Bagi)
Col. Aleksandr Fomin (Leader of the Winds of Kosovo, a black belt in all forms of karate and judo leads a battalion of martial artists aptly named the Fomin Unit, voiced by Tetsu Inada)
Lt. Col. Anya Solntseva (second-in-command of the Winds of Kosovo, she's a deceptive woman who tries to manipulate Ryo into forgetting about Bagi, also she's skilled in Muay thai and Sambo, voiced by Rei Shimoda)
Lt. Dimitri "Volt" Trotsky (a former circus star who can climb anything, and also does Savate, voiced by Keiichiro Yamamoto)
Sgt. Anatoly Cutuzov (a strong man in the Winds of Kosovo, uses electric tonfas, voiced by Taiten Kusunoki)
Lt. Arkady Ivankov (a basic KGB fighter rising in the ranks, is the first of the Winds of Kosovo to encounter Bagi and Ryo, voiced by Koji Haramaki)
