We are talking about a guy who chose a proxy specifically for his propensity to kill innocents - just because it\'s higher-profile that way. If it were really about the world, rather than his reign over it, he would instruct Rem to find someone along the lines of Mikami. Oh, you might argue that he\'d have more qualms about the notebook\'s return if it came from somebody that much more in line with his purposes, but he didn\'t seem to give that kind of thought to Misa or Takada.

In the meantime, as early as the first year, distinctly non-capital offenders like, say, purse-snatchers, were being put to the pen. By the sixth year, we see people committing suicide by graffiti. And this is not to mention all the false accusation that must have gone on, in good faith or not, when the Internet, that one great refuge of anonymity, becomes the one great source of identification (and why was that? To preserve Kira\'s cover, of course - he surely would have foreseen that result, but for the sake of being plausible to the task force, innocent lives are simply not all that important).
