I wonder if Vulpes should be back on the list. At least the rest of the Legion are well-intentioned extremists; Caesar, for extensive employment of the Frumentarii and his unabashed extremist views, has what he believes to be historical justifications, and given his background even spares the lives of the Followers of the Apocalypse among a couple other things if he survives to the Legion ending, and although Legate Lanius is extremely brutal and would no doubt bring the Legion to the ground upon Caesar\'s death, he tends to be rather chivalrous (prefers to fight strong opponents) and will not lead his men to needless casualties in the event of war (thus the option to send him on his way with a high enough Speech/Barter check). Vulpes on the other hand employs tactics that disgust even Lanius; such methods including flat out ambushing the population of Nipton while determining their fates, most of which face massacre or enslavement (although to be fair, most if not all people there are {{Asshole Victim}}s), planting nuclear bombs in Camp Searchlight to render it barren and allow for a Legion advance, arranging for the chlorine bombing in New Vegas in collaboration with Omerta bosses, and god knows how much more before the events of VideoGame/FalloutNewVegas. And he is a SmugSnake through all this.

If partial examples can be taken, Joshua Graham can be a monster in the days of the Legion (and JUST in the days of the Legion). One thing led to another, and he became one of the most ruthless men in the Legion before being disgraced in battle (in part because he\'s not a tactician, which led to massive casualties of his own men when led to a trap) and thrown off the Grand Canyon while covered in pitch and burning. It was then that Joshua redeemed himself heavily (although still with aggressive efficiency) and returned to New Canaan as a prodigal son.
