Terumi has a knack for doing this countless of times for the sake of his own plans. To have a weasel get in the way of that would grind on him after a while, Saya managed to anger him once for the same reason. I am sure that the GUAE would welcome something as immoral as the Incubators, the problem being that they would not... They are not evil per se, just driven.
