Of course, grades aren't the only way to measure intelligence; those in the top 8 are considered to be diligent as well. However, he hasn't particularly distinguished himself as intelligent outside of the classroom beyond moments of cunning in combat that should be expected from a student in the hero course either; the only reason we know he's supposed to be smart at all is the intelligence stat.

Nor do other characters comment that he\'s actually smart (contrast how we see Momo\'s intelligence in how she uses her Quirk and how she occasionally strategizes plot purposes; characters like Todoroki comment on it in-universe as well). The only reason we know Mineta\'s supposed to be smart at all is the intelligence stat.
