So puppeteering or marionettes as a metaphor, then? I found that in the article for Puppetmaster, it says:

The trope about people who control other people like metaphorical puppets, which is The Chessmaster.

Chess motifs are common, but not required. Only that they manipulate people and events in a subtle and detached way.

Also related is Batman Gambit, which is less about controlling others and more about counting on others to behave exactly as expected.
