Not certain, but possibly Aborted Arc. And a "Shaggy Dog" Story at least has some sort of resolution, even if its a non-resolution.

I would agree on Aborted Arc.
It could qualify as What Happened to the Mouse? if it's a very minor subplot or the hasty resolution (or lack thereof) left some smaller details hanging.
Would this fit under "Shaggy Dog" Story? What if its not intentional and just due to bad writing?
