A scary scene could easily be set at night, because the darkness would add to the scare factor. However, the writers instead opt to make the scene in question happen in the daytime and it still works just as well.
For example, in the Doctor Who episode, Blink, the infamous angel scene near the end appears to happen in broad daylight, yet we all know how many people it managed to scare.
