I think that'd probably be Galadriel from Lord of the Rings. There was a series of fast food toys of various characters from the movie, that connected to a One Ring that would do various functions to them including lighting up.

Thank you! That's absolutely it. Probably would have found it if I investigated Burger King further, but felt like it was too unlikely.
Alright, so I just spent a good while looking at lists of old Happy Meal toys, and there tends to be a lot of gaps with missing lines. And I just cannot find this one. I am almost certain this was from a Happy Meal (in the US), but slim chance some other fast food. I am certain it was early 2000s, no later than 2003. I had a figure of a woman I am guessing was from a live action movie, but I could be mistaken. I am fuzzy, but pretty sure she had blonde or light colored hair(maybe red?), and was dressed in white, silver or light blue. I am pretty certain she was standing on a base that looked like grass and stuff maybe, and something on her lit up. I think she was from something fantasy. I think the figure was on the larger side. I am sure I am not thinking of the White Witch from The Chronicles of Narnia. That was a few years later. For all I know I am also completely off on the colors and what this looked like. I just could not find anything that jogged my memory here. Thank you so much if anyone knows!
