OP asks about Administrivia.Rule Of Cautious Editing Judgment (ROCEJ).
Recently, it's been decided that links to Rule of Cautious Editing Judgment in trope descriptions, work descriptions or example contexts are distracting and word-cruft-y — because cautious editing should be a matter of course. There was an effort to remove the links from the wiki. ...but I can't remember the forum thread where it was talked about. Sorry I can't post a link to it.
So... no one should be adding links to ROCEJ to articles. Hope this helps. (And I hope it's accurate).

You're gonna need to suggest it to the edit requests thread as the ROCEJ page is locked. I recommend mentioning this thread when making the suggestion so that the mods know why you're suggesting the edit.
