Yes, mods can read them. This has been brought up a number of times when users have had disputes over PMs and the moderators have been called to resolve them.

^ Correct. We don't make a practice of actively policing people's PMs looking for issues, but if/when problematic PMs or tropers who are using PMs for nefarious purposes are brought to our attention, we will look at them then.
