I don't believe it's necessary to announce or discuss moving a page from the foreign title to the official English localized one. Redirecting the foreign title to the English one will send people searching the foreign title to the right page anyway, the only issue I can think of is reaching the page history for the foreign title becomes a bit trickier.
There is a forum thread related to this, but it's more for practical use. "I moved this page to here and have taken care of/need help with moving the wicks".

Don't worry, I managed to found that page. The amount of wicks is low enough I can fix it easily.

It's kind of hard to search for recent information, but: if a foreign work (say Japanese) is licensed to English, do I have to announce anything in order to move the page to that new English title? Or any discussion?
In this case I'm thinking of moving Maou No Ore Ga Dorei Elf Wo Yome Ni Shitanda Ga Dou Medereba Ii to An Archdemons Dilemma How To Love Your Elf Bride since that's the English title (although I did set it up as redirect earlier to the former, since I don't know about moving policy yet)
