I actually brought this to Reddit a while ago and someone was able to solve it for me -"Sad And Lonely" by Secret Machines. It came out in 2004, but i can see where i thought it had a 90s vibe.
I heard this song in a pizza parlor that I noticed plays all its music from old cassettes and it seemed like they were just playing a mix tape. The song sorta reminded me of Dinosaur Jr., but I don't think it was actually them because it didn't sound like either J Mascis or Lou Barlow singing lead. The one line that I remember was something like "have you been sleeping late because you've been abused?". Midtempo but with loud distorted guitars and a noisy guitar solo near the end. Music I did recognize on the same tape included Nirvana, Beat Happening and Flaming Lips if that helps pin down the era and genre any.
