I can't confirm that this is the name of the show, but it's what I remember. I remember seeing this show only a few times in the 2000s on local listings in South Texas. I remember it was something like a man who created these two kid characters, a boy named Jack and a girl named Skye. The boy was light skinned with brown hair and the girl had darker skin with long black hair. From the few pieces I remember, the premis of the show was that they would go through regular kid situations and the narrator/creator would help them.
One episode the boy was being bullied by a shorter boy named Henry. He had to hide his lunch money in his shoes. Skye remembered a girl she used to bully and call her "Stinky Pinky."
Another episode focused on overcoming fears. Skye was scared of a spider mascot named "Ocho the Spider." The two kids at one point were between walls that were closing in by the narrator unless they admitted their fears. I only remember Jack being scared of golden raisins.
I don't remember much else but I really hope someone can help me with this.
EDIT: I found it! It was actually called "Trevor Romain Company" it was a video series and it aired on PBS for a short while.
