You could do both 1 and 2. The Anthology Film could index the "chapters" it contains, or simply list each of the stories. There should be a stronger preference for #1 if those Short Films were released independently from the Anthology (note: compared to a Short Story, this would be rare).
I believe normal rules about providing Red Links to the other works and minimum of three tropes apply.
