This sounds a lot like the movie "The Boy who could fly"
It wasn't a movie and I don't think it was based on a movie or had one made.
The basic premise sounds vaguely like Goosebumps title "How I Learned to Fly", but the flight is learned from a magic recipe and the one caught by the government is a romantic rival.
It was not a Goosebumps book, and I don't think that the flight was adequetly explained. The book ended with the cheerleaders showing their flying ability during a game that had the government officials. Despite that, I think the book ended on an open note.

I'm looking for a book that starts with a boy waking up to find himself flying for a moment. He eventually teaches a girl how to do it, who teaches her cheerleaders I think they were. The boy is detected by a friend and some government officials I believe. The friend was upset when the boy said the "alien" would appear and didn't.
