I believe they have bounced whole I Ps in the past.

Unfortunately, proxy/dynamic I Ps are a thing. Plus new devices mean new I Ps.

And if the IP comes up as belonging to a college or library, where a large number of strangers use the machines involved, that's a whole mess right there.
