I'm not completely au fait with Frankenstein, but I'd guess that it would be the 1931 Universal film.
Haven't seen them all but that sounds like something from Young Frankenstein, I have no idea if it appeared in any earlier film though.
I'll bet there are horror film message boards where they could answer this faster, but— and I'm not sure if this is allowed— you might also try putting this question in the discussion section for, say, the Frankenstein Franchise page? The tropers following that page seem like they might know, and might be more likely to see the question there than on this thread.
That seems like that might be against editor etiquette, though, so maybe don't do that until we can figure out if it's against the rules or not.
I've watched so many more recent Frankenstein movies now, I'm just curious, which is the first movie in which the creator shouts: "Live! Live! LIIIIIIIIIVE!"
