Was this in the UK? When I was younger (I'm talking about the early 2000s here) I used to see something very similar on TV a lot. I think it was about the TV licence or something rather than an actual product. I specifically remember my mum saying "that's revolting" when she first saw it. Young me didn't think that but each to their own, I guess.
EDIT: I just spent a while searching and I can't find it. It may have actually been for a hair product but I am not entirely sure.

I'm looking for an old advert I used to watch. It had a man in a black jumper change his face, literally, by repeatedly ripping it off, before going back to his original face.
