I doubt it's that, but in the Super Smash Bros. series, Ness uses a yo-yo for some of his attacks, including a sweep.

^^ Thanks for the attempt. Ness doesn't have any yo-yo attacks that have the diagonal or twirl in front motion that I'm thinking of. It could have been his forward smash (angled downward) if they didn't make him use his bat, though.
^ Thanks as well. That long shot actually makes sense in a way, as Jenet does have a skirt flick with a wind effect that does kinda fit the screen length requirement and it does kinda go from waist-height to ground-height. But nah, it ain't that.

There's one fighting game character I'm thinking of that I can't remember the origin, name or even looks.
The only clue I have is that they do a sweep (not sure if it's a sweep?) that is like twirling one (or two?) yo-yos in front of them from their waist to about 1/3 screen length on the ground.
Also, I'm not sure if it's yo-yos, it could just be martial arts ki manipulation, dunno. The yo-yos/energy balls could be pink. And it's definitely not Guilty Gear's Bridget.
