It definitely wasn't Bear in the big blue house, it was older than that. It's not the other one either, that was a commercial that I remember quite clearly.
Though now I think of it the mouse may not have been blue.
kind of a reach but "Wee Sing in Sillyville"?
I remember this from when I was really little- so the early 90s but it may have been older. Anyway I only remember a group of kids and a person in a blue mouse costume taking part in little educational shorts, one was about a girl getting herself a glass of what she thinks is juice when the mouse character stops her and says she should ask her parents before drinking it since it might not be juice and could therefore make her sick. Anything?
