I was able to find a DOS game called Frigate, but it was released in 1988. That might be the text-based game you found.

Fleet Command?
Not much to go on here, sorry. This game I remember watching my cousins play on thier PC when I was a little kid (am 19 now for timeframe reference). All I remember is a 2d underwater view of battleships shooting at submarines , and the " units lost" screen it displayed at the end of each game. It was a war memorial silhouetted against a sunset. Little girl me always found it rather depressing.
EDIT: Brother remembers the game pretty clearly, says it's called Frigate Commander. The problem is that I can't find jack shit about it on the internet, only an obviously different text based game. Anyone know anything else?
