The first one sounds like one of the Reader Rabbit games. One of the characters in the series was a raccoon named Pierre that loved to paint. I've only played one game that had him in it (I think), and that game didn't have a camp setting, but there could be one out there that did.

EDIT: After some minor digging, I think I found the game. Is it Reader Rabbit Kindergarten?

Holy crap it totally is! I looked through so many edutainment games and I guess for whatever reason I just went right over Reader Rabbit. But yes absolutely, thank you! Sorry for not answering until now haha.

The second one sounds like a Flash game on Newgrounds called How to Raise a Dragon. However, I don't think it was made that early, and I definitely don't know about the Mahjong tiles.

I am almost certain the second one is from Quest for Camelot: Dragon Games.
