Lady Luck, maybe? Although it's not a trope that I can see. You could also try Born Lucky, although I don't think that has to do with manipulating luck so much as being affected by it.

Could have sworn there was a trope for a person who is able to manipulate luck, but I can't find it. *shakes fist*
