Unless an official stance has come out recently that I've missed, the usual rule is "when it becomes annoying to scroll past". A work having three paragraph examples could justify it's own page, while another work having five one-liner examples probably doesn't need it.
Do work-specific trope pages (something like Final Fantasy or Total War) require a minimum size before they're allowed to be split from the main trope page?
