As a Texan, I can confirm this bordering on being part of regional dialect to be Truth in Television, though obviously exaggerated and often bungled by imitators ala Jive Turkey. It's braided into the same fabric that gets you modal stacking and hypothetical phrasing- I might could say something straightforward-like, but I can convey my meaning better if I hit it with a dart.

Dr. Phil Mc Graw is another Texan on afternoon tv who uses folksy metaphors when dealing with people with problems.
In NCIS Hawaii S 01 E 11 The Game, Malik, pretending to be a Texan, says he'll wire Tara some money faster than a "chicken caught in a coyote parade."
That's gotta be a trope listed on this website. But what is it called? In The Simpsons S13 E2 "The Parent Rap", Judge Harm tells Bart "don't spit on my cupcake and call it frosting." Or maybe that's more a parody of Judge Judy rather than someone trying to come up with an unusual metaphor as part of a cover...
