The correct terminology would be either playback at 12.5% normal speed, an 87.5% slowdown, or an 8x stretch (the latter being the program's terminology).
Accidental mistakes are forgivable, intentional ones are not.Audacity uses the term "X%", presumably, someone slowed it down 100% 8 times. In the end, it doesn't really matter, because that's trivial.

If you want to stretch something out to eight times its original length in Audacity (which sounds crap compared to the specialised program), you have to enter -87.5 for the value in in the Percent Change field of the Change Tempo dialogue box.

Protip: The "Change Speed" function is your friend only up until the -100% mark. After that, use Change Tempo and Change Pitch at the same percentages.
