I'm going with it not being Vanitas since the novel is, as far as I know, non-canon and only Nightmare Dream Eaters have been observed as having red eyes.
In the novel, it says that before Ventus connected with Sora, Vanitas had red eyes and a black body. apparently his face was "no different from the unverse". I think that this sounds a lot like REM.
The novel's canocity is debatable. As far as I know, the novels have never contradicted the games, unlike the mangas.

True, but he's the only person we know of who has (or had) red eyes. And everyone wears the cloak these days.

If he's an unversed, then he's just a part of Vanitas. If he's a heartless, then I have no idea what he has to do with anything. I go with the theory that seems most likely and that would tell me most.
Anyone else notice that the monster's image has yellow eyes, not red?

edit: They look kind of orange in that picture but they're red in the game.

Well it's in the Realm of Darkness which is home to the Heartless and Aqua realizes it's not an Unversed. She calls it "A resident of the realm of darkness."
Read the article, its eyes are red when it's hidden in the shadows. But no, I don't think it's the guy the in hood either.

If REM is a heartless, then how'd he gain human form? If he's a Nobody, then whose Nobody is he?
They're orange if anything.
Heartless have had human forms before.
This reminds me of a funny theory I had. I thought Red Eyes was Vanitas's Heartless.
But what about the sleep phase?
