What is the general purpose for our characters' actions?

As far as I'm concerned, you guys do most of the stuff. Occasionally, there'll be events and such to help move things along if activity gets too stagnant, but the purpose of this game, is to provide a crossover-y universe for people to play around in, and test out character interactions. It's really up to you!
Are Original Characters allowed? Regardless, will you not accept characters if they're too powerful and what would your opinion of "Too Powerful" be?

Fanfic OC's are not allowed.
As far as power, no God Modding, No SUES, but anything goes! This is gonna be everything from combat to domestic life, to schools, to jobs, to basically EVERTHING. Of course, which activities you prefer (Battle, everyday life, etc.) will probably dictate which character you choose.
Somewhat interested, but a couple of questions...
Firstly, is there any format that you'd prefer the play sample to be in*? And would it just be something like writing a small paragraph for your chosen character, or would we be given prompts, or what?
Secondly, how will characters who have no canon personality be handled? Like, say, the protagonists of a Pokemon game or Fallout or something like that? I'm not sure if I'd go that route myself, but I know someone would probably end up asking so we may as well get it cleared out sooner rather than later.
And lastly... What's the intended tone here? Light and fluffy, grimdark, or a happy medium?
1) Yeah, no script, definitely prose; You can use paragraphs to describe what you do next, you can use just quotations for dialogue. Any 'prompts' will be large posts by me, giving a intro story to the 'event' as well as general goals and initial parameters. A lot of the so called "story" will be improvised, as I read the general mood and desires of the players. Eventually, and overarching ARC may be set up, but if it does, I'm gonna let the game play out for quite a while before doing so, to allow relationships and game-related backstory to be well established.
2) If you have a 'blank' character, you have two options: —> a. Make a Silent Protagonist —> b. Characterize them as you wish
3) The tone shall vary as different 'events' occur, or as the general mood of the players dictate. It shall fluctuate, of course, but the OVERALL tone shall be about the middle, leaning slightly towards fluff.
Well, that's all useful, although I was kind of asking about what you expected from the "Sample of method of play, so that eligibility may be evaluated" part of the signup. But I'm just going to assume you mean a sample RP post for that unless noted otherwise.

...Oh right, one last tiny note: wouldn't it be a lot easier to just take care of approvals/rejections in the thread rather than sending PMs out to everyone about it? For one thing, that seems to be the standard etiquette when it comes to this kind of thing.

So if we have a page for our own original content, we could use a character from that? Because I don't roleplay others' characters because I don't want to ruin their personality.

Is it 'published?' Like, is there an external place (book, website, other) that it can be found on, that is NOT FANFICTION! Nor just a page here on TV Tropes! It has to be also somewhere else, preferably with an individual 'works' page.
Just if the above is true, then go ahead! Though, please, give me the source's location so I can familiarize myself with that character.

NEWSFLASH: I am currently petitioning Shadow Crystal Mage, the Overlord of ALL CRACK! for an official seal of approval. Hopefully, we get it! Fingers crossed!
Not to be rude, but shouldn't you wait until the game takes flight before asking for such a seal? If its supposed to be player driven and freeform, you can't expect it to be crack by accident.
Anyways, if I were to play as a Pokemon trainer would I have Pokemon as well? Because I don't know of any other personality-less silent figures besides the Heroes of Light for Final Fantasy I.

Could we use background NP Cs and other unimportant characters from official works?

- They are named - yes
- They are a specific NPC - yes
- A made up NPC that's of a general 'type' - no
So besides OC stand ins, you're completely opposed to original content. I presume the No OC thing is for story reasons? Whatever The Place is, I guess it wouldn't want to grab a bunch of nobodies. That, and there's Crossover in the title. Kind of reminds me of a project of mine now, there's this dimensional eldritch abomination thing that wanted to make a collection of Heroes and Villains with the copies diverging from the originals. Are people afraid of The Silent One's presence, or are these events relatively meaningless to their long-term future?

As far as The Silent One is concerned, people don't know quite what to make of him. The 'events' that he herald can vary in importance and danger from a peaceful festival to an Evil Overlord Soul with an army of Sprites threatening a major region of The Place.
To be perfectly honest, he's basically a bastardized version of a GMPC. He mainly exists to introduce 'events'.

... Um, so, um... sort of considering this, but I'm kind of wary because there's no section for powers, which means someone could possibly join with a character with unrestricted mind control or something and no-one would know unless they knew the character already.

edit: Alright, I added a part to the application form for someone to put a summary of their desired character's abilities, powers, weapons, and what-not. Does that help any?
Though, this is also why I demanded a link to the works page from whence the character originated

One, the person sees the land is shapeless and begins to build his own nation. The other is someone who just wants to explore and go on adventures. The trick is gonna be finding characters to link these ideas to

General Rules:
The Backstory:
This game takes place in a 'land' known as The Place. It is an entire existence separated from all others, yet similar to many. It contains 'copies' of people from other existences. Each lives out their own life, and making their own choices, within the many different regions of The Place.
This setup has been left purposefully vague as to allow further world-building down the road using input from the players.
The few OC's that will exist will have very little characterization. They will be NPC's called Sprites, and more important NPC's called Souls. They only really exist for utility purposes; the Sprites as shopkeepers and the like, the Souls as plot-related characters for 'events'.
