A full blown relationship would be Dating Catwoman. The yay tropes are about subtext between people who couldn't plausibly be in a textual relationship. (the other two are about straight people of the same sex, and relatives.)
The straight examples of the yays would be cases when it's unrequited by both parties, it just unintentionally sounds like they are in a relationship.
A Big Bad openly having a crush on The Hero, or the Big Bad and the Hero falling in love with each other aren't Foe Yay any more than gay people falling in love with each other is Ho Yay.

I did not say they would be in a full-blown relationship but that it would RESEMBLE one, as opposed to RESEMBLING unrequited love. I really do not know how to describe this. Is requited a real word?

I know there are a wide variety of X-Yay tropes, but I wonder if any of them exist to address Foe Yay that specifically resembles unrequited love rather than a full-blown relationship.
