It's amusing because Index explicitly does have the ability to have power levels and relevance and stuff, the author just doesn't seem to see the point in doing so.

Index is plenty useful when allowed to be. Touma usually goes out of his way to avoid involving her in stuff.
There is no point because THAT NEVER HAPPENED. We have Birdway's monologue, we know she was only aiming for Othinus, she had no intention of killing Touma. We don't know what the imitation Gungnir she was using would have done if used. Touma believed it would destroy the world because that's what Othinus's lance did, but we the reader have seen an imitation Gungnir used elsewhere that didn't do that.

Yeah, in the first season you mostly see her actively participating in the last two arcs, otherwise she's not involved. She has more to do in the second season, but even then there are large chunks where she should be involved but isn't for whatever reason (usually "it's too dangerous for her").
I wonder if it's because the author thinks she could solve magic situations too fast, which doesn't make sense since she still participates in other magic arcs and we see that she doesn't know everything there is to know. Coupled with her weakness of being unable to defend herself, she isn't as sure a Win Button as she seems.
As clockwork said, Index can be used in interesting ways. Othinus taking over her role shows that.
Man, I recall reading the Agnese SS and seeing them being able to sense incoming danger by palm reading their own hands, and just thinking why Index never did this.
This is one of those things where people shouldn't go into intense reactions to stuff they have only been told briefly in summary about, and you're better served either getting the full context or reading for yourself.
What Leivinia and Index did is that they had no idea that it could do that because only Touma and Othinus were aware of that.

I feel Kamachi let Othinus take over Index's role as Exposition Girl because he had already committed to Touma keeping Index out of his adventures as a matter of course, so he wanted a replacement that he wouldn't have to worry would die.
^^^ Yeah, I know, that's kind of what I'm getting at. Index absolutely has the potential to be a useful, regularly contributing character, but she isn't. Kamachi just doesn't want to use her and I'm not really sure why. I mean, I don't like her, but I don't think she's universally disliked or anything.
I guess she might solve things too easily?

We mostly get to see Index contributing when there's large set piece battles or battles with multiple fronts, so like said, Kamachi probably thinks she'll solve stuff too easily for Touma.

Don't think it can be. Touma broke it in the first volume, but it still exists in her, since we see Fiamma and Coronzon control her that way.
I'm pretty sure that collar was to make sure she stay under control of the Anglican Church. Touma probably can't get rid of it unless he wants to piss them off, and he doesn't want her to participate in battles to begin with so he has no motivation to
The Collar is already gone, Touma destroyed it in the first volume. It was what was forcing the memory erasure. But getting rid of that doesn't change the fact that Index was modified to only be able to use magic when John's Pen is active. That hasn't changed, even if the controllers for it are gone.
Started watching the first season of Railgun. I've noticed how Misaka, now the main character, is usually a collected and confident, if hot-headed and impulsive, character — unless Toma shows up, where she immediately loses her cool and turns into a blushing, stuttering textbook Tsundere.
Likewise, Kuroko is usually a dedicated and intelligent agent of Judgment — unless Misaka shows up, whereupon she promptly becomes a crazy lesbian stalker. If she was the same around Misaka as she was around everyone else, I might actually ship them together, instead of rolling my eyes.
Kuroko is one hell of a lot worse in the anime. She's actually pretty cool in the manga. Still not shippable though.
IIRC the explanation for how esper powers work involves the scale of difference between how they perceive the world and how the world actually is.
in other words, the stronger they are the weirder they are, as a general rule

Except Gunha. He's a good boi, it's just no one explains anything to him. (Then again I shouldn't be talking since all I've seen is the later 65% of Railgun T and clips of Index and Railgun, and weeks of research).

Now I definitely wish that Othinus had actually died.
