I get the feeling we won't be seeing the others for a while, because it seems that Oda is really taking his time to develop Wano (Skypiea-level of taking time), which is understandable, since it's based off Japan so he's giving it special care (not that I mind it, and so far I'm enjoying Zoro and Luffy's crazy adventure)

My question would be more why Oda felt like just having Luffy and Zoro for this part, whatever it is.
I get the impression Zoro will be a key player in this arc, so Oda's probably taking the time right now to establish what Zoro's particular, personal investment in this storyline will be. That, and also he's a massively popular character who has been absent for the last twoish years, so there's the "pleasing the fans" standpoint. Everybody else can wait.

A lazy millennial who's good at what he does.If Luffy doesn't actively awaken his devil fruit in this arc, at the very least I expect this is where we'll find out what it means to awaken.
As for how to awaken a devil fruit, the term gives the impression that he power comes through some sort of mental block being lifted, rather than overcoming a physical limit. My guess is that someone in-the-know will try to get Luffy to awaken via a meditative technique, but that'll fail and Luffy will instead awaken while he's "in the zone" in combat.
I wonder if Rayleigh knows anything about Awakening. Not having a power himself he couldn't teach Luffy about it, but it still seems like the kind of thing that should be mentioned to him.

Well if he does indeed know, the Watsonian explanation would probably be some sort of "you weren't ready" thing, or that it was something that Luffy needed to learn on his own. The Doylist explanation would be that Oda didn't think about it yet.

So Oda had already them in mind, I'm in fact surprised Raylegh didn't explain it to Luffy (although it could end up like the super-developed Observation Haki, where a flashback revealed Raylegh did actually trained him about it), unless, as said, Raylegh really doesn't know how to train him in that since he himself doesn't have one. That or devil fruit awakening isn't something that can be trained for.
Still, yes, I guess in this arc we should at the very least learn how someone awaken his own devil fruit, likely through an ally. Maybe Oda could make an old eastern master-stereotype (a Paimei Expy or something) who will train Luffy and explain him how awakening works, however, there's the fact that Wano's inhabitants don't even know what devil fruits are (for them is magic), unless it's someone who has traveled outside the country (maybe in Gol D Roger's ship, so, along with the awakening explanation, we get more Roger's story)
