On Smoker's strength relative to Luffy, I think Luffy's between VA and Warlord now, Zoro about even with VA, Sanji slightly below that (given that he roughed up Vergo but ultimately lost), and everyone else along the pre-Time Skip Supernova gradient. All of them could take a typical Paradise captain (for instance, Bellamy) in the wink of an eye now.

I guess I'm coming off as argumentative by now, but didn't Bellamy have a fairly decent Devil Fruit and high bounty, and had a good rep, and was kinda implied to be stronger than other pirates because of ties with Doffy? Also,he may have ended up as Charloss' horse.
Point. Ace didn't get to do much, did he? We need a flashback arc of the Whitebeard Pirates kicking ass.

I'm just using him as an example of a middle-of-the-road Paradise opponent. Well below the Supernovae, but above guys like the Frontier Agents.

Hamburger Time: I know he's better than Moria, but it's what he claimed. I think it would probably be fair to say that on land he's one of the weaker ones.
When he fought Moria he was right next to the ocean.

I haven't a doubt that Coby will be a big name eventually. But catching Luffy isn't exactly his goal. They're more like friendly rivals. Smoker is the serious business "I will chase you to the end of the world" guy. Smoker is Luffy's Garp, if you will.

One of the things that a lot of people seem to forget about One Piece is that power levels aren't strict divisions. Crocodile lost to Luffy back in Alabasta, yet he was hanging out out in Marinford playing with the big boys. Moria was playing with Luffy when they first met, yet he was one-shot by Jimbei.
Smoker might not be as fast, tough, or strong as a lot of foes, but he has an amazing equalizer in his seastone jitte (Provided he could ever actually hit with it :P), and his smoke powers let him just run over any foe without Haki.
Does that mean he's likely to beat someone like Moria or Doflamingo? No. But could he in the right situation? Yes.
And you know what? That's a good thing. It adds more tension and stops characters from becoming "useless" as the comic progresses.

Once you get above 100,000, bounties stop correlating with power level and start correlating more with how much you managed to piss off the World Government. Being a division commander for Whitebeard is a great way to piss off the world government.
I'm not saying Ace is weak; he definitely is strong. It's just that bounties really don't give a good image of relative strength.

Actually, the comment I was intending to subtly imply didn't seem to make it across. That As a generational analogue, Luffy's mother was also a marine who chased after his father. Belle-Mere came to mind.
Though I probably should've said grandmother, since that was the generation in question.
