No, there's only so strong any given species can get. It's just that now, any individual can easily become as strong as possible for its species.

All the dumb weird esoteric shit like IVs and EVs and nature manipulation is something that can be done (relatively) easily without playing the daycare eugenics slot machine.
Pokemon are still pokemon, Luvdisc is still precious but useless.

I generally pick the Pokemon I want first, and then do my utmost to make them as strong as can possibly be once I've settled into those choices, and it can admittedly be hit or miss.
Some Pokemon just don't have the movepool to support their stats, others just don't have the typing to survive what they would otherwise be good at, etc. Stuff like that.
But sometimes, being on lower tier is simply a function of doing a thing adequately, but not as amazingly as another Pokemon of the same general concept, which imo doesn't always matter as much as people think.

Competitions, probably not. But you totally can assemble a team of Weird Lil Guys with proper strats and murder some "I have six legendaries!" kiddos. And of course the in-game championship is a walk in the park regardless of your team's species if you prep good enough.

There's also some cheesy strats based around taking weak mons with a particular combination of moves and items to sweep 6-legendary teams. Only works if you don't know how it works, but it's hilarious when it goes off.

Oh yeah, I do mean the type that doesn't care about the meta and just picks six big badass looking mons and tries to smash face. Proper meta strat will still trump cheeky underdog teams.

Plus, it's pretty fulfilling to train up teams of Pokemon to be where you want them to be, and take them up against others.
At least in my opinion, just going to a simulator and plugging in some numbers kills most of the fun of it.
