This song needs more love.Ishval is not the only war that happened on Amestris. There has been conflicts everywhere including the borders and random riots. Liore is the latest blood shed.
Looks at this picture. Every dot here has been a location for blood shed in Amestris, except Briggs. And everyone points out that Briggs would be next.
How Hughes learns about this without seeing the transmutation circle first, I don't know.

That being said, i was unfortunately spoiled on the nation being a giant transmutation circle, but this is still some "holy shit" level stuff. That and the "legion of immortal soldiers".

He, being a citizen, just accept that this is his country, but when everything adds up, it makes you question things. You don't make a country build upon concentric form; you make them by making lines around plains or by natural barrier like mountain or river.
Hughes, while not an alchemist, is a friend of one, and already picking up some stuff, basic stuff like "alchemical formula is based on circle".
