So, where are King Cold and Dr. Gero?
For a Watsonian explanation, my guess is that HFIL has other divisions that are separated so that Goz and Mez won't be overwhelmed with too many MCM's to keep track of at once or that they are willingly going through the soul scrubber. If they're putting anyone Raditz level, that does basically include most of Freeza's army.
For a Doylist explanation, they may not have models ready or the voice actors are unable or unwilling to participate in this project or they only want to limit the cast to some of the more memorable characters in so that the entire thing doesn't get bloated.

Most likely, King Cold and Gero weren't powerful enough to need to go to HFIL.
He was in charge of the planetary trade organization because he's an excellent administrator.
It’s still a thing in the abridged series that he’s around Frieza’s ballpark when it comes to power.
Ben voiced Cold and he did depart from the group on pretty shaky terms so i guess that's one reason Cold isnt around.
As for Gero, isn't Chris Gerrero voicing characters on the real Dragon Ball? You know Toei doesnt like the slightest mention of DBZA so....
Uni catGerrero does a lot of dub work for Funimation, as far as I know.
There's no way Cold was weaker than Raditz. He was weaker than Freeza but still supposed to be super powerful. Gero not being strong enough wouldn't make any sense either.
That depends on if we're talking about Dr. Gero, the guy, or Android 20. Freeza shows up in HFIL sans robot parts, so one would assume that Gero would arrive without any of his robot parts, which would make him very weak.
They are also missing any movie characters they deem existing. At the very least, that means Cooler, since Freeza still mentions him, despite his shaky canonicity. And Captain Ginyu, who was killed in the DBZA timeline. And again, most of Freeza's army, like Cui, still had a respectable power level (if respectable means Raditz), so if they were all in one spot, this would be less a cul-de-sac and more a sprawling suburb.
Ginyu's not here because Ginyu-in-frog isn't strong enough to qualify and frog-in-Ginyu is a good little angel.
Clearly Cooler was too cool for hell so he got sent to Heaven

Because if you were working on something where you can modify the timing of the flaps and the pauses and basically the whole whole pace of the scene, then you could make the characters say whatever you wanted, which is exactly what most Abridged series do.

Yes, dubbing takes into account the lip flap motion. For any adaptational material, changing the flaps is simply too much work. They could do it, but they'll never financially recover from it.

I also love how Cell has found his footing at last and can snipe just as hard as Freeza.
Probably helps that he can understand Freeza's thought process due to his soup of genetic samples.
