Because he is. His movements are consistent with him physically dodging the bullets because if he's merely teleporting, why is he constantly craning his body away from the bullet?
Now, Boivin has one counter to that: before you fight Wesker for the final time, Chris tries to perforate Wesker. However, Wesker dodges the bullets but in a really odd way: he's almost utterly still, his arms still in the same place, even as he moves back and forth.
That does look as though it's teleportation. It doesn't mean that he is teleporting as the rest of the game has Wesker physically moving his body away to dodge bullets.

But seriously though, yeah, the SBFP subreddit went nuts with people telling Pat he was wrong about Wesker, and we know the Best Friends read and occasionally reply to the subreddit. IIRC, Pat even brings up the one scene you mentioned (with Wesker appearing to stand still as he dodges bullets) specifically in response to people on the internet who tried to tell him he was wrong. So someone did point out to Pat how he was wrong, and as usual, Pat responded by doubling down on his wrongness.

Oh, no, I was referring to specifically Matt and how mentally checked-out he seems to be in a lot of videos. I guess it's different because he was the one controlling it, but he could just give the controller to Woolie.

Am I wrong or do the detective sections in the Call of Cthulhu game have this problem of having things in there that don't seem either reasonable to conclude or simply have things that aren't there and there's no real reason to think that they would be there? Because I may be wrong but they seem to be more then using the mind's eye.
