Well, it started out as discussion of the concept of this for a video game, not a story, so I think not.

The "guns are too loud" option is probably the best. Saying that other people took all the guns wouldn't work because they would die and there would be guns luing around everywhere.

Maybe zombie flesh is Made of Plasticine, so bullets pass right through, leaving only tiny wounds, but a baseball bat takes off large chunks of flesh. Alternatively, they've decomposed enough that they're mostly bone, and bullets hardly ever hit anything, or just bounce off.

Possibly have several types of zombie. The less decomposed zombies can be the "attracted by loud noises", and the more decomposed ones can be the "bullets don't work" type.

Or set it deep in, say, a rustic, in-the-country place that you might not think would have guns like that: like the farmland of Switzerland or something like that.

...Switzerland? Where most of the population has to go into military service and a majority of families have to keep rifles in their home? That Switzerland?

No, set it in Britain. It's fairly difficult to get firearms here, unless you're landed gentry, special police, or the military.

You miss out on the huge landscapes, though. Maybe if you chopped the car and gave the main character a bicycle?

^Killing Floor is set in Britain, though. There's guns, sure, but still.
