Hi All!

I'm running a Vampire: the Masquerade campaign set in Eritrea, and I've come up with a rival gang of thin-bloods to give the players some conflict. My worry is them turning out to be the generic TTRPG "bandits" that simply serve to be a nuisance, rather than feel like something that would naturally exist within the World. To that effect I've been trying to flesh them and their motivations out, but I haven't figured out what a long term goal for them would be. Any help?

For more detail: the game takes place in early 2000s Asmara, a city that lacks any real vampire heirarchy. They are violently opposed to the idea of that changing. Thus they are one of the more powerful gangs in the area, outside the player's coterie. But I don't just want them camped out in their hideout, not doing anything except waiting for the players to turn up. Besides obvious gangster stuff and pursuit of wealth and power, what could they be up to?

Well, given their desire to keep out the vampire hierarchy, they could be hunting down or investigating incursions by such—looking for new or rising vampires, interrogating those suspected of being or being in league with vampires, etc.

I haven't played that game in decades, and I no longer remember the details. But in most vampire fiction, the basic business of vampires is collecting human blood. So this gang, IIUC, is opposed to the collection of human blood by a more centralized vampire authority.

This is in fact directly analogous to real life gangs all over the world, when a local loose coalition of street gangs pools their fighters to keep out more organized gangs from the outside. It's a relatively common source of gang warfare. The show "The Wire" was partially about this.

So whatever rackets this group has going on, fundamentally they don't want outsiders muscling in.
