I think it's the latter. However, the reason it gets misused is because the latter gets troped for cliffhangers and temporary ambiguity that gets resolved later on. The ambiguous situation needs to be permanent.
If my post doesn't mention a giant flying sperm whale with oversized teeth and lionfish fins for flippers, it just isn't worth reading.

Riddle for the Ages is questionable to me itself - it seems like a vague haze of several other tropes, mainly The Unsolved Mystery.
(Edit: need to remember to spell that trope with a "the".)

Or does any situation count where something is not fully spelled out and hence leaves room for different interpretations?
If the former than most examples are misuse.
