Isn't that kinda the point? He's the embodiment of Law, with all its pros and cons. He condones neither mercy nor unnecessary cruelty, he doesn't care if the law is right, wrong, or needs changing, he just enforces order by any means necessary.

Unnecessary by what measure? For a humane, fair society? Yes. To keep the majority of the populace content with bread and circuses while providing an outlet for violent impulses and utilizing more troublesome prisoners in a productive manner? No.
Actually scratch that. Now that I think about it, where does the law he enforces originate? Some sort of universal law? Are the laws legislated by the people of his city? Or does he come up with the law himself? Because if it's the last one then that definitely slides him closer to Lawful Evil, since it would be him just imposing his own morality on his city.
