Guess an easy way to check is show Reuben an invisible ghost. I would assume a benevolent, but misunderstood ghost revealed himself fully to Reuben, which he then mistook as a haunting. But since he was personally revealed to, he has ghost vision now (based on his kids, would be the only one).
If it was a haunting, they would just do a normal haunting that doesn't grant the user ghost vision, like pretty much everyone else.
The other two possibilities, are good ghost that did a haunting for some unknown reason or that he was wrong about it being a ghost, either through mistake or lying. Doubt it would be lying, because that would really put a major dark spot on the Chens and this seems to be a show that's not about utterly vilifying characters that aren't Obviously Evil (see Scratch, Andrea Davenport and right now, even the ghost council).
Reuben made the mistake of saying, "Jeff, j-e-f-f. There's no other possible way of spelling it."
Catching up on the series.
It's funny how Period Piece continues the trend in Andrea episodes of Molly turning out to be her own worst enemy, even after the two have become friends. On the flipside, Davenport On Demand continues the trend of Andrea teetering on the edge of obliviously ruining lives whatever she does - though this would be the first time anyone actually bothered to make her aware of it.
Also funny that there's basically just straight up a "be nice to Disney Cast Members, for the love of god" episode.
Looks like this season is otherwise going all in on the big antagonists this time being humans rather than ghosts. I wasn't expecting Ollie to find out about Scratch and Molly so soon into the season.

With all the times Molly says "Oh my corn!" I wonder if any of the writers from OK KO worked on this show (since that was a catchphrase of KO's mom as well).

I think corn is viewed as an Inherently Funny Word. At least, I've never seen the people I know from the Midwest use it as a swear-word substitute.

So it seems this is the start of Ollie's turn to changing his mind on ghosts, he'll try and target Scratch then either not go through with harming him and get attacked by the Frightmare or get attacked and saved by Scratch and/or Molly and change his mind that way.

So on the topic of people at knowledge of ghost any take on the one who haunted Ruben?
Like if say he was rightfully haunted, but needs to learn not to judge all ghosts equally or a good ghost that he misunderstood.
That said one bit I recall speculated on a YT video is a restless ancestor or father trying to communicate with him, but he seemed malicious.
