Is Comic-Book Time a trope that's misused?

Going by what I've seen on pages such as Roleplay.My Superhero World (in the recap pages) and occasional examples (such as one webcomic) where it says about it being stuck in 2010 in 2013, which probably fall into Frozen in Time etc.

Should there be an entry on Square Peg Round Trope for Comic-Book Time, since it's about characters not ageing, rather than the progression of time In-Universe?

I don't want to get into an edit war, prefer to seek consensus on what qualifies as a square peg round trope for this one.

You would have to look a little further to establish consistent misuse, rather than a few isolated examples. Comic-Book Time is about the illusion of time passing by always setting it in the present day, but the history ends up being compressed and the character ages so incrementally that they are stuck in a rough idea of an era and age rather than observing the realistic progression of time according to release date.

Do a Wick Check. There are 1338 wicks, including from redirects, so you'll need to check at least 50 random pages.

As a general rule, all tropes are inevitably misused. What you should be asking if it's isolated misuse (in which case just chop it down, no need for consensus) or widespread misuse (caused by a misleading name, image, description, or just being an old trope). A couple of pages is not enough to establish the latter.
