About a month ago, I asked at ATT what the difference between Phlebotinum Overdose and Phlebotinum Overload was and was told that the former is when characters are overloaded on Applied Phlebotinum while the latter is when it happens to machines.

The problem is that Phlebotinum Overload lists both cases. Is this trope getting misused?

"Overdose" is usually deliberate (but Went Horribly Wrong). "Overload" is not (i.e unintentional).

I'd never heard of Phlebotinum Overdose before, so this is to be taken with a grain of salt, but my understanding was always that Overload did indeed apply to both things and characters. This post[up] seems like a reasonable distinction.
