I'd also like to know this. It was easier when highlighting could reveal spoilers, since notes could be expanded without changing what text is highlighted, but with that functionality gone I can't think of a way to both reveal a note inside spoiler text and not toggle the spoiler's visibility. The only way I can think to fix it is to edit the page so the note is outside of the spoiler markup.

Click to reveal the spoiler, then click on the note, which will toggle the spoiler off but also open the note at the same time, then reveal the spoiler again.
It's true that it's a bit annoying and could be done better, so I'd recommend not using notes under spoiler tags.

How do I activate notes that are in spoilers bars, I just keep turning them on-off (the spoilers, not the note).
